1. Missouri

Missouri’s market growth is outpacing middle-aged markets, including Colorado and Nevada. From the start of their recreational sales on February 3, 2023, to the end of 2024, they raked in $3.2 billion in adult-use sales.[4] For reference, Colorado’s recreational market earned about $700 million in sales in its first year.[5]

Missouri is not a densely populated state. It has around 6 million residents, and its largest city, Kansas City, hosts just over 500,000 people. But what it does have is seven states surrounding it that do not have legal recreational markets. Iowa, Tennessee, and Kentucky only allow CBD products. Nebraska, Oklahoma, and Arkansas have medical marijuana markets, though Nebraska’s isn’t live yet. And the plant is still 100% illegal in Kansas.[6]

Basically, Missouri is a haven for Americans who otherwise don’t have access to legal weed, and their sales revenue proves it. Our 2023 Missouri Market Report shows pre rolls alone earned nearly $28 million in revenue in the state’s first quarter with a recreational market. To demonstrate just how much and how quickly Missouri’s market is growing, just the month of December 2024 brought in over $14 million in pre roll sales, and that was a 20% jump from December 2023.[7] Other data from 2024 shows that nearly 50% of sales consist of flower, proving the consumer base there enjoys smoking as a consumption method.[8]

Once Nebraska’s medical market goes live, there may be a slight dip in Missouri sales, but this is still a market worth watching and investing in, especially as pre rolls continue to grow in popularity.

2. Michigan

The country’s second-largest recreational market is maturing, meaning the price per ounce of flower is slowly lowering, but the state is still posting growth. Overall sales increased nearly 10% when comparing 2024 to 2023.[9]

Pre roll sales, in particular, are booming in Michigan. In the first seven months of 2024, retailers sold nearly $350 million worth of pre rolls. That puts their pre roll market second only to California. And about $55 million of that was earned in July alone.[10]For comparison’s sake, consider the fact that between January and March of 2023, the state posted $91 million in pre roll sales, which breaks down to about $30 million per month.

Regardless of the market aging, pre roll sales in Michigan continue to climb. It doesn’t hurt that they share a southern border with Indiana, where residents’ only option for legal cannabis products is CBD.

3. Ohio

Ohio is a curious one. This one isn’t on the list because of its booming sales numbers. Its adult-use market only opened on August 6, 2024.

This one’s on the list because it’s the first state to open a recreational market while keeping pre rolls out of the legalization measure. Meaning, pre rolls are not available for sale in Ohio even though other recreational cannabis products are. But things are anticipated to change here soon.

At the very end of 2024, Ohio’s Division of Cannabis Control (DCC) released new protocols that may soon allow for the sale of pre rolls to recreational consumers. Dispensary owners are excited for the changes to take effect because pre rolls are so popular nationwide, but there’s still no date set for when these new protocols will go live.

They’re anticipated to take effect this year, so keep your eye on this market. Consumers are hungry for pre roll products, and retailers will be eager to pounce as soon as they’re allowed to stock their shelves with them.[11]
